Well it's partially dependent on your setup.
In my case I'm using certs with internet explorer and those same certs with openvpn.
Using the openvpn gui and innosetup to create a combined setup program, you
Get a innosetup recipe with the following key components:
[Setup]
DefaultDirName={pf}\OpenVPN
[Files]
Source: "C:\Program Files\OpenVPN\config\*.ovpn"; DestDir: "{app}\config"
Source: "C:\Program Files\OpenVPN\config\*.crt"; DestDir: "{app}\config"
Source: "C:\Documents and Settings\Peter McGill\My Documents\openvpn-2.0.9-gui-1.0.3-install.exe"; DestDir: "{tmp}"
[Run]
Filename: "{tmp}\openvpn-2.0.9-gui-1.0.3-install.exe"
Naturally you'll have to edit the paths and file versions to suit you, and add the rest of the recipe.
