RHEL4 might be better because it has a 2.6 kernel but I really don't know.
One alternative could be to get a separate box, install a more suitable
distribution plus Openswan.

I haven't followed CIPE since then but OpenVPN seems like a nice alternative.

I don't have an SMP box. SMP could be yet another complication.
