[Openswan Users] IPSEC status

Hi,

I'm new to Openswan and ipsec in general and am having problems  
getting a Fedora net-to-net VPN setup working.  In order to  
troubleshoot properly, I'm first trying to find out if my tunnel is  
up and working properly.  ipsec auto --status looks correct on both  
machines based on the documentation and it seems that a connection  
has been established (I receive "ISAKMP SA established" and "IPsec SA  
established").  But when I do an "ipsec setup --status" I receive the  
following:

IPsec running
pluto pid 4132
No tunnels up

Is this telling me unequivocally that my tunnel is not active??
