Make sure af_key esp4 ah4 and ipcomp4 are not loaded. then load ipsec

I dont understand how the 'module' breaks that.

loading of ppp modules should happen automatically by l2tpd or pppd.

You shouldn't. There is no "pf_key" module. I assume you mean "af_key" which must
not be loaded when using the "ipsec" module.
