Note that you are using freeswan, not openswan. FreeS/WAN has not been
supported, or developed for about two years now. I recommend you update
to openswan.

Either with the distro script in /etc/init.d/ipsec (or its runlevel), or if
you are missing startup script, use 'ipsec setup start'
