[Openswan Users] Newbie question: can Host-To-Host VPN work over WAN?

Hi all,
I have started POC to enable Openswan in our product.
I need to configure Host-To-Host VPN when left is located in USA and right is located in Europe.
Can Host-To-Host VPN work over WAN?
Will I encounter any issues (latency or other)?
