[Openswan Users] NAT-Traversal issue

I am having difficulty getting NAT-T working with Openswan 2.6.42 and Linux kernel 3.17.4 with NETKEY.

I get these log messages:
Jan 20 20:54:58 terry pluto[2400]: NAT-Traversal: ESPINUDP(1) not supported by kernel for family IPv4
Jan 20 20:54:58 terry pluto[2400]: NAT-Traversal: ESPINUDP(2) not supported by kernel for family IPv4
Jan 20 20:54:58 terry pluto[2400]: NAT-Traversal port floating turned off
Jan 20 20:54:58 terry pluto[2400]: NAT-Traversal is turned OFF due to lack of KERNEL support: 0/0
Jan 20 20:54:58 terry ipsec__plutorun[2395]: 003 NAT-Traversal: ESPINUDP(1) not supported by kernel for family IPv4
Jan 20 20:54:58 terry ipsec__plutorun[2395]: 003 NAT-Traversal: ESPINUDP(2) not supported by kernel for family IPv4

Are there any known NAT-T issues with this kernel?  I have a successful connection with Openswan 2.6.38 and Kernel 3.13.0 on my laptop, on the same network and using the same ipsec config.  Same modules loaded.
