As explained by others, that is not needed. NETKEY will work fine for you.

KLIPS requires a newer kernel. The userland, the only part you need,
compiles independantly of the kernel and will work on all systems that
either have netkey or klips. So some 2.4.x kernels and all 2.6.x kernels.
