Make sure to run at least openswan 2.6.28. You can either grab the package at:

ftp://ftp.openswan.org/openswan/binaries/ubuntu/

or try enabling the ubuntu PPA at:

deb http://ppa.launchpad.net/sdeziel/ppa/ubuntu lucid main
