That would be good. I have found an updated copy 
http://www.linuxcertif.com/man/5/ipsec.conf/. Many of the other copies 
out in the wild are out of date.

I have xmlto installed. I deleted the folder /usr/share/doc/openswan 
before I reinstalled. All the other files I listed installed correctly. 
It is just the ipsec.conf file which did not. Something is odd.
