Try this:

cd /usr/src/redhat/SOURCES
wget ftp://ftp.openswan.org/openswan/openswan-2.6.22.tar.gz
tar zxf openswan-2.6.22.tar.gz
rpmbuild -ba openswan-2.6.22/packaging/fedora/openswan.spec
