The only openswan version I got successfully working with L2TP/NAT-T is 2.4.x, from now.

Isn't L2TP/NAT-T stuff to be fixed only on openswan-2.6.24 release? You can try openswan-2.6.24rc3, but there are still some issues to be addressed.
