[Openswan Users] "/usr/local/sbin/ipsec setup --start" doesn't return the prompt on Ubuntu 9.10 when complied from source.

I will double check if this is still the case. It should not be. We do
generate the man pages with xmlto and put them in the tar ball, so
people without xmlto do not need it. Perhaps that did not yet get
properly fixed.
