Xelerance releases xl2tpd 1.1.12

This version fixes packet drops and occasional disconnects. Thanks
to Ray Overland and Tuomo Soini.

The next version will be called 1.2.1. It will require kernel 2.6.23+
and will enable compile time support per default for kernel mode L2TP,
as supported by CONFIG_PPPOL2TP.
