This isn't really an Openswan problem but you can find some other tips at:

Check the logs of your WINS server to verify whether the file server
correctly registers at the WINS server. Can clients located on the LAN
find the file server? Use a sniffer such as tcpdump on ppp0 to find out
what the VPN client is doing. Does it get the correct response from the
WINS server?
