The latest git version called #public should build on cygwin. If it fails, file
a bug report with us. As of yet, there is no integration into the Windows IPsec
stack itself. We would love to use the GPL ipsec2k ipsec library to integrate
Openswan's userland with Microsoft's IPsec kernel API.
