Did you type the correct IP address or hostname of the VPN server?
Is Openswan running? Is the L2TP daemon running? Is there a firewall
blocking packets? Is the client using a preshared key instead of
a certificate (or vice versa)? Can you ping the VPN server?

Also, check the logs on the VPN server and on the Windows client:
