If you have FC5 or FC6, simply: yum install xl2tpd
if you have FC4, grab the src.rpm from ftp://ftp.xelerance.com/xl2tpd/ and run:
rpm -hiv xl2tpd*src.rpm
rpmbuild -ba /usr/src/redhat/SPECS/xl2tpd.spec
rpm -hiv /usr/src/redhat/RPMS/i386/xl2tp*rpm
