subnetC---C----A======B-----subnetB

              subnetA

As i understand, this is what you have.

You can get from subnetC to subnetA and from subnetA to subnetB,
but not from subnetCto subnetB.

there are connections on A and B for subnetA----subnetB using IPsec.
you need to add another connection on A and B for subnetC----subnetB using IPsec.

Then packets from subnetC to subnetA will go unencrypted from subnetC to A,
get encrypted, go to B, get decrypted, enter subnetB. and vise versa.
