Thanks for replying.  As I said, the tcpdump was on the ipsec0
interface.  I'm not sure what your second question means.  The tunnel is
up (if that is what SA established means).

In addition, ifconfig ipsec0 shows packets and bytes received, but a big
fat zero transmitted.  Also, this is a roadwarrior configuration.
