[Openswan Users] 021 no connection named "net-to-net"

Hmm. Is that true? So you don't have a pluto executable
in /usr/lib/ipsec?

But later it says that pluto is started:

Presumably from the manual 'ipsec pluto' command. So where is that
pluto? 

Perhaps you have multiple instances of Openswan installed. Maybe some
parts in /usr/lib and others in /usr/local/lib?

It won't read ipsec.conf if you start it that way.

Be sure you only have 1 version installed.
