Yes, there are still some stability issues left, and KLIPS requires a
kernel recompile if you need nat-traversal support.

Though I'll uploaded my kernel-2.6.14-1.1637_FC4_natt to
ftp.openswan.org now. It does not support KLIPS, but does have the
nat-traversal patch, so you can use any openswan to build a kernel module
with nat-t support.

Note that for 2.6.14, some issues with default ttl exist for openswan. We
should be releasing 2.4.5 in a few days to address those.
