[Openswan Users] L2tp/ipsec - l2tp not encrypted

I have openswan and l2tpd installed based on Jacco de Leeuw and Nate
Carlson's howtos. When I bring the connection up (from a win2k pro
roadwarrior) the SA is established, but then nothing else seems to
happen. At the same time I see the firewall is dropping packets from the
roadwarrior on udp 1701 - is this a problem with the ipsec tunnel?
