No, only FC3 and FC4 have openswan. No RHEL & clones ship openswan
yet.

BTW I recently saw a presentation by Astaro on HA-openswan (currently
active/passive only). Very interesting stuff, and the source is said
to be submitted by the end of this year when active/active will also
be working.
