[Openswan Users] Commercial implementations

We have a small client (a half dozen to a dozen sites) looking for VPN
gateways.  We'd like to use a linux solution so we can manage the
security through the ISCS network security management project
(http://iscs.sourceforge.net) however the client desires equipment from
a major manufacturer.  We initially selected a solution but have found
out that the functionality has been so stripped down that it is not
usable in this implementation.

What reasonably large vendors are using Openswan? I know Astaro does.
Does WatchGuard? I was surprised to see that 3Com has some Linux based
firewalls but I do not know if they use Openswan.  I think Arkoon does
but I don't think those are available in the US.  I've seen NetMAX's
site but they're probably too small a vendor for this client.
