[Openswan Users] Where did starter go?

Hi,
I have a question about the status of the Arkoon Starter. The current 
source is for openswan-1.x but I'm wondering if Arkoon ever made it into 
the openswan-2.x series.

I'm currently using openswan-2.1.4 and I see a directory 
openswan-2.1.4/programs/starter, but it's empty. What version of 
openswan should I be using to get the starter functionality?
