[Openswan Users] Xauth client on 2.1.5

So I'm messing around with xauth client on 2.1.5, and I'm getting the
following error msgs:

003 "Connection0" #2: ERROR: netlink XFRM_MSG_NEWPOLICY response for flow
tun.0 at 40.0.0.110 included errno 17: File exists

The full output of whack --initiate is below.  My question is - I know xauth
client is broken in 2.2.x... Does it work in 2.1.x?  What would be causing
this error?  Here's what I am passing as my configuration via whack:

whack --name Connection0 --tunnel --updown /bin/_updown --client
40.0.0.10/32 --host 40.0.0.10 --xauthclient --to --updown /bin/_updown
--client 40.0.0.110/32 --host 40.0.0.110 --psk --encrypt --route
--xauthserver
