[Openswan Users] How to add users with USE_XAUTHPAM=true

I test openswan-2.1.2 successfully on linux-2.4.18, but I don't know how to add users with XAUTH=true. 
I install openswan :
  1.  Edit Makefile.inc. Set "USE_XAUTH" to "true" ,and USE_XAUTHPAM=true.
  2.  Build & Install as normal.
  3.  compiled with PAM then Copy contrib/pam.d/pluto to /etc/pam.d/pluto.
  4.  configure the ipsec.conf for XAUTH server and XAUTH clinet. 
BUT I cannot add Xauth users on the server.
