If you use l2tpd, you specify a range in l2tpd.conf with 'ip range ='.
Then you assign a fixed IP address to a username in chap-secrets.

rp-l2tp does not support dynamic IP addresses (unless it's through DHCP
or RADIUS) so check the docs if you use rp-l2tp.
