[Openswan dev] /etc/init.d/setup gets installed again

Not anything else affecting install of setup :-)

Ok. Progress we have here! Now there is setup in OBJdir. Only problem
with NOINSTALL=true now is nobody creates /etc/init.d or
/etc/rc.d/init.d dir before we try to install ipsec into that dir.

Without NOINSTALL this dir gets created before ipsec install. I'm quite
sure directory creation is now on wrong install path.

I'm sorry I don't have time to look at the matter right now, busy with
other works.
