[Openswan dev] /etc/init.d/setup gets installed again

The problem was you broke "ipsec setup restart" :)

ipsec setup should probably really call ipsec _realsetup directly.

Though really really, we should kill a lot of the init scripting and get
a modern slimmed down version, perhaps using an alternative way to restart
pluto on demand.
