[Openswan dev] [PATCH] Problems with "ipsec setup"

I had some problems with "ipsec setup", "--stop" didn't work, "--status"
said "IPsec stopped" when it was clearly running etc.

The cause for this was that the directory /var/lock/subsys didn't exist
on my (embedded) system. There is a line in _realsetup which possibly
should create it, but the variable $subsysdir is never set (same for
$rundir).

/var/run/pluto is explicitly created in setup, so I added
/var/lock/subsys there. There may be other/better ways to solve this.
