[Openswan dev] Native IPSec replay window FIX

Hi all!

There was a problem with my replay window fix for kernel_netlink.c.
In conjunction with klips and native ipsec, ipcomp connections were broken
because the ipcomp SAs had a replay window of 32 instead of 0.

Please find attached the corrected patch. Sorry for any caused trouble!
