I have already resolved this problem - it is caused by some changes in the
Makefile from 2.3.0 to 2.3.1. My newer packages at
http://www.gibraltar.at/~rene/openswan
solve this problem. If you take the .diff.gz that's in there, you should be able
to apply it to a 2.3.1 tar.gz to get the new Debian packaging.
