  The Makefile.ver in CVS HEAD is never supposed to be edited or committed.

  The file "cvs.datestamp" will get checked out each time you do a "cvs
update". If cvs.datestamp >newer Makefile.ver, then a the cvs.datestamp
time will be used to update Makefile.ver.

  This is done by "make verset", which should get run automatically.
  Occastionally, this does not occur on a first checkout, because 
time(cvs.datestamp) == time(Makefile.ver).
