I verified that host-to-host traffic does pass through the tunnel.
You could add 'left-subnet=10.20.30.81/32' and 'right-subnet=10.20.30.82/32'; but this changes nothing, since traffic to and from the hosts' IPs are already routed through the tunnel.
You could add 'left-subnet=10.20.30.81/32,192.0.2.0/28' and 'right-subnet=10.20.30.82/32,192.0.2.16/28' to make the tunnel host/net to host/net.
You could add 'left-subnet=192.0.2.0/28' and 'right-subnet=192.0.2.16/28' to make the tunnel net to net. In this case, the hosts would have to set the source address to their respective subnet addresses in order for traffic they originate to pass through the VPN.
You could add 'left-subnet=192.0.2.3/32' and 'right-subnet=192.0.2.19/32' to make the tunnel 'client' to 'client'. In this case, only traffic between those two hosts would pass through the VPN. And if those addresses are not the hosts' addresses, the hosts could not communicate across the VPN.
You could add 'left-subnet=0.0.0.0/0' and 'right-subnet=192.0.2.19/32' to make the tunnel 'client' to 'internet'. That is, all traffic to and from 192.0.2.19 (that passes through the openswan host) would be sent across the tunnel. If the openswan hosts do not run NAT services, packets from 192.0.2.19 will travel through the VPN while packets to 192.0.2.19 will travel more directly (not in the VPN). You could use this to force all non-local branch office traffic to pass through a central node.
In short, without the subnet specs, the VPN is host-to-host. The subnet specs control exactly which traffic is sent through the VPN.
[Off in the wild blue yonder] With suitable creativity, it may be possible to create a .conf that would define 'dual counter-rotating rings' of IPSEC VPNs where portions of the IP address space are divided among the various hosts (call it 'internet multi-tap'); if one host goes down, the others can still communicate. (Clearly this would be an academic exercise; cross-internet latency would be horrendous.)
