[Openswan Users] Openswan with Juniper

I have configured IPSec with Openswan and Juniper. The tunnels work perfect
but after one of the tunnels is restart for some reason the tunnels are
down and can't get back. For example if for some reason Openswan or Juniper
appliance is restarted they can't get established or back the tunnels. So
to get back the tunnels i have to clear the ike on the Juniper site and
then the tunnels are back and work perfect. Any idea way is this happening ?
