[Openswan Users] Accessing service throug ipsec tunnel

Hello

I have an ipsec tunnel connecting successfully to a VPN.  I require to
access a service via icmp/4000 so i have set the right and left  protoports
to icmp/4000

I can't seem to access the computer on the other network that holds the
service.  Are there a set of steps i am missing to connect to another
machine on the other network via the ipsec tunnel?

Any help is much appreciated.
