[Openswan Users] Stalled SCP transfer

i have searched looked etc and its either the TCP Stack = 0 or the MTU to
lower which i tried every combination. For some reason copying in either
direction stalls.

I cant seem to think of any other reason why the scp copies would stall?? i
Can ssh to the remote box via the vpn tunnel but another ex is if i do an
ls to show all files it will stall.

here is my -v output.
