[Openswan Users] Interpreting "no connection is known" (FreeSwan 1.97)

I've tried several variations on that; I grabbed the simplest one for an
example to make sure I was using the right syntax.  Here is another one:

virtual_private=%v4:
10.0.0.0/8,%v4:172.16.0.0/12,%v4:192.168.0.0/16,%v4:!192.168.2.0/24

My immediate question was why I was getting "allowed=0,disallowed=0" where
I expected "allowed=3,disallowed=0"
