You need to do special build of openswan to be able to make connections
without encryption. But the special thing on in-kernel netkey/xfrm
ipsec stack is you only see outgoing packets before encryption (and
incoming packets w/encryption and without encryption).

You must run wireshark on machine between ipsec endpoints to only see
encrypted traffic.
