Yeah I can confirm this one too. Android 4.0.2 (Galaxy Nexus) behind 
NAT and the Openswan server on a public IP (Debian Squeeze amd64 with 
Openswan 1:2.6.28+dfsg-5+squeeze1 and xl2tpd) and I get exactly the same 
error message.

I can't test the Android an a public IP because the provider (T-Mobile) 
uses NAT my region.

IPhone 4 (iOS 5) L2TP/IPsec works with this setup without (major) 
problems.
