There are a number of ways but the actual L2TP tunnel will be created by something like xl2tpd.  There are a number of guides available on the subject for different popular linux distributions that you should be able to find on Google.  But openswan does not have a way to do an L2TP tunnel natively, you will need another application to provide that functionality.
