Thanks for your reply Brett, I had did as the support website to add a new register option, but everything is same as before.

I think I had make some wrong configure in the openswan/l2tp configuration files, but i am not sure. And the VPN server connect to the Internet directly with public ip address, no NAT.

If your client is windows, there is a possibility of an ms bug affecting you. 

Check out http://support.microsoft.com/kb/926179/en-us. This problem affected our windows users, and was resolved by setting the reg value in question to "2" (fix also applies to xp sp2 - kb 818043)
