Paul,

I don't think the encrypted traffic is actually making it to the other
side. When I initiate the tunnel from machine A I can see ESP packets
leaving by using tcpdump, but if I run tcpdump on machine B I don't
see the packets arrive. That is what is confusing me the most right
now.
