Some systems set the core file size to 0 in /etc/profile or simiar
Some systems disable cores via /etc/sysct.conf
SElinux is known to block cores, you might need to use dumpdir=/var/run/pluto/ for that

plutorestartoncrash=no can prevent the restarts, but obviously it is not specific to "service ipsec stop"
