Remove the interfaces line or change it to "%defaultroute" and add
protostack=netkey to "config setup".

Alternatively, compile klips for your kernel from the openswan sources
using "make module module_install" or via one of the binary packages
that are available (eg for rhel/centos or debian/ubuntu)
