The 2.6.18 varients of centos are not supported properly in openswan 2.4.x.
Use openswan 2.6.x (ideally 2.6.34)

You *might* be able to fix thinsg by copying ipsec_kversion.h from openswan 2.6.x
to openswan 2.4.x, but no guarantees.
