You need to move your keys into the NSS database. There should be a README.nss
somewhere in the openswan or openswan-doc package.

If you did that already, it could be because of the sql vs no-sql issue. Openswan
reverted to no sql for the nss.db because rhel/centos 5 does not support sql, and
havinghardcoded sql support would break those installs.
