[Openswan Users] xl2tpd fails to establish tunnel, received out of order packet on tunnel -1

Hello,

One on of my machines I'm having an issue establishing an l2tp tunnel 
over my openswan ipsec connection. It seems my client is requesting the 
tunnel 5 times, whereas on the successful machines it only requests it 3 
times... Log and conf file are linked below for readability.

All machines are using:

Debian 5 64bit
openswan: 2.6.24 (compiled from source)
xl2tpd: 1.2.0+dfsg-1
ppp: 2.4.4rel-10.1

Are there some debug options I can tweak to provide better information? 
I added debug tunnel/network/avp, but that didn't seem to provide any 
better information:
